The People's Television Network, Inc. (PTNI) more popularly known as PTV-4 is the Philippine government’s flagship television network and the second leading television station in the country in terms of ratings and revenue. Founded in 1974, it is a government-owned and controlled corporation created by law under Republic Act 7306 amended by Republic Act 10390.

The Presidential Communications Office (PCO), which is under the Office of the President (OPS), supervises and controls PTNI. The station airs on free TV channel 4 on very high frequency (VHF). The network airs news and public affairs programs, along with cultural and educational, sports and entertainment programs.

As a government–run station, PTV receives funding from the General Appropriations Act (Annual National Budget) and sales from blocktimers, among others. PTV also owns digital sub-channels channels Congress TV and PTV Plus.

Catering to our fellow Filipinos abroad, PTV’s programming may also be viewed outside the country through its official social media accounts on YouTube and Facebook, and international channels PTV World.

PTV is available on flagship station Channel 4 Analog and Channel 14 DDT via digibox; over 800 cable and satellite providers nationwide led by SkyCable Channel 6 in Mega Manila and Channel 3 in Regional, GSat Channel 4, Cignal and SatLite Channel 4, and Cablelink Channel 9; as well as worldwide via online through PTV's YouTube channel via PTV Live Stream; its official website (PTNI.gov.ph and PTVNews.ph); and the GLife section of the GCash app, and the GlobeOne app. You can also stream its programs through the PTV On Demand OTT App.

It is one of the three television channels owned by the Philippine government along with Intercontinental Broadcasting Corporation (IBC-13) and Radio Philippines Network (RPN-9). It is the government wants to retain and develop.

The channel underwent modernization and new equipment purchased after former president Benigno Aquino III signed Republic Act 10390 that gave an additional P5 billion for the channel’s operations.

Since 2017, it has begun refocusing on news and public affairs, sports and entertainment programming to raise and dominate its ratings. PTV decided to further boost its programming in 2020 to compete with other television networks, through the production of some entertainment shows, featuring celebrities and veteran news personalities.

In late December 2021, PTV signed a content agreement with The Walt Disney Company to introduce and airing its shows on the network. Since the start of 2022, it has been airing some of the programs under Disney+ @ PTV, which has followed after the signing of a renewal partnership as the content provider through a block time agreement in October 2022. The same year, PTNI began expanding in Ilocos Norte with the construction of a Php 39.5 million transmitter station at the Mariano Marcos State University. The infrastructure includes a 250-foot television broadcast tower and building.

Although PTV’s audience share is not substantial compared to the commercial stations in the country, the channel gained leverage when President Rodrigo Duterte announced a month before his assumption into his office that he would no longer grant interviews nor hold press conferences and would only announce official statements through the state-run channel. Other networks had to ask permission from PTV-4 to tap into its broadcast so the other networks could air it on their channels.

The policy no longer holds, but President Ferdinand Marcos, Jr. also does not hold press conferences, although Press Secretary Cheloy Garafil, head of PCO, conducts media conferences open to all accredited media outlets and vloggers and is no longer exclusive for PTV coverage.

PTV is also gunning to maintain the top 2 TV network since its inception in 2020, its General Manager Annalisa Puod told lawmakers during the 2023 budget deliberations in the Senate.

People's Television Network, Inc. (PTNI) is a government-owned and controlled corporation created and existing by virtue of Republic Act No. 7306, as amended by Republic Act No. 10390.
As it nears its 50th year in service, the PTNI, with its brand name, PTV has recently launched 14 new shows as part of its major programming makeover to produce more timely and relevant content while expanding its reach.

As a government-owned and controlled corporation created by law, People's Television Network, Inc. (PTNI), an agency carries the brand name PTV, which is the flagship government television network under the supervision of the Presidential Communications Office (PCO). As the television broadcast arm of the government information dissemination system, plays a vital role in nation-building and keeping the citizenry well–informed.
It began its operations in 1974 under the name Government Television (GTV-4) through a Presidential Decree during the martial law regime. It was renamed Maharlika Broadcasting System (MBS) in 1980.
Following the People Power Revolution in 1986, it was renamed People’s Television 4 (PTV). From 1987 to 1989, the network has earned and received awards such as Best Station and the station with the Most Balanced Programming for the Hall of Fame Award from the Catholic Mass Media Awards (CMMA). PTV-4 became a government corporation in March 26, 1992 by virtue of Republic Act 7306 signed by President Corazon C. Aquino. Its official name is People’s Television Network, Inc. (PTNI). In June 1992, it has also received a presidential citation from former President Fidel V. Ramos, who appointed the first Board of Directors of the Network. At the same time, the network was given a one-time equity funding for capital outlay. Since 1992, PTV has been operating on revenues it generates on its own. RA 7306 stipulates that the government shall not allocate funds for the operations of the network. PTV has been on full satellite transmission nationwide since 1992.
In July 16, 2001, under the new management appointed by President Gloria Macapagal-Arroyo, PTNI adopted a new call sign, the National Broadcasting Network (NBN), in line with its re-launched programming thrusts and imaging. In 2011, it reverted into the People's Television Network (PTV).
One of PTV’s mandates under Republic Act 7306 or “Charter of the People’s Television Network, Incorporated,” amended under Republic Act 10390, is “to ensure that the programs broadcast by the network maintain a high general standard in all respects.” It added that the particular standard should be maintained with “respect to their content and quality and proper balance of news, public affairs, educational, sports, and entertainment programs.” The network’s function is “to serve primarily as a vehicle for the state for purposes of education, science and technology, arts, culture, and sports in order to foster national pride and identity.” As specified in its charter, the PTNI does not receive a regular subsidy from the government. It generates revenue for its overhead operating expenses through advertising and sale of airtime.
As the Philippines' primary state television network, PTV has a logo that re-imagines the Philippine flag in the shape of the play button. Its flagship station PTV boasts of a 50-kilowatt transmitter power in Quezon City as PTV Transmitter Tower, sitting on the 500 ft (150 m) tower. With its 16 provincial stations across the country, the network has gained its reach and coverage to approximately 85 percent of the television viewing public nationwide.
The installation of newly-acquired high-definition (HD) equipment, digital production systems and transmitters is designed to bolster PTV’s signal to reach more places. The ongoing upgrades are also part of PTV’s preparation for its eventual migration from analog to full digital terrestrial broadcasting using the ISDB-T System of Japan.
The corporate powers of PTNI are exercised by a Board of Directors composed of five members representing three sectors – two from government, two from the private sector and one from the education sector – who are appointed by the President of the Republic of the Philippines.
The Board of Directors, headed by a Chairman, appoints the Network General Manager and Chief Operating Officer who oversees the operations of the station. PTNI has eight (10) line divisions: News, Public Affairs, Sports, Entertainment & Special Projects, Program Production Services, Administrative, Finance, Engineering and Provincial Network. In the beginning of this administration, the network has been regularly operating and performing its mandate as the flagship television network of the Republic of the Philippines in delivering unbiased and quality information to the Filipino people.
PROGRAMMING
Continuing support to government programs, activities and projects through the provision of airtime as needed for important announcements, bulletins and specials.
PTV is positioning itself as a News, Information and Public Service Television Network. With this, the Network shall focus on news and public information programs. The Network is projected to have a programming mix of 60% on news & public affairs, 20% on educational & cultural and 20% on sports & entertainment programs.

Educational and cultural programming ranging from CONSTEL to ASEAN block.
Current in-house production on children's shows includes the famous educational show Batibot, Artsy Craftsy and the kid show Penpen de Sarapen; as well as infotainment shows Health @ Home and Eat's Fun.
PTV also shows the Filipinos’ favorite sports to watch: Unity League, a grassroots esports amateur tournament; and the National Basketball League (NBL) Pilipinas, the country's premiere homegrown professional basketball league. Current in-house production on entertainment includes the following programs: sitcom Rated Marriel, horror-drama series Mga Dilim ni Laura, musical variety show Sunday Funday & reality singing game show MySing.
PTV also features blocktime programs, including PCSO Lottery Draw, Pinoy Pawnstars, Dayaw, RDR Talks, Mag-Agri Tayo, Auto Review and many more.
International programming that includes Regal Academy. PTV's blocktime partnerships: Solar Entertainment through its airing film program from the film library distribution arm of their parent company Solar Pictures via Sabado Cine Night and its Sunday program World Class Boxing; and The Walt Disney Company Southeast Asia through Disney+ programming that includes animated shows, Wizards of Warna Walk, National Geographic documentaries, Korean dramas and Hollywood films via Disney Box Office & Sunday Mega-Hits.
PTV also has sub-channels: Congress TV and PTV Plus.
PTV’s programming may also be viewed outside the country through its international channel PTV World, which are available via cable, direct-to-home, and Internet Protocol Television (IPTV).
Ratings
Since its inception in September 2020, the state-run TV network earned a reputation as the nation's fastest growing network and has becoming a strong number 2 in solid viewership, based on Nielsen Philippines' National Urban TV Audience Measurement (NUTAM) ratings. It continues to attract a sizeable audience by putting resources in areas that are critical in providing viewing public for Filipino people.
According to the AGB-Nielsen ratings survey, PTV emerged into the second most-watched channel among the top television networks in the country in primetime ratings due to the network's primetime news program Ulat Bayan, the network's weekend broadcast of the NBL Pilipinas and a stronger weekend primetime sitcom Rated Marriel.

PTV CLASSICS (under People's Television Network Educational, Entertainment and Cultural Division) - Educational programs that features curriculum-based video lessons dedicated per grade level from Grades 1-12.

PTV made its mark in the core of its educational programming through its Continuing Studies via Television (CONSTEL), a series of telecourses, which aims to upgrade the content knowledge and teaching skills of elementary and secondary teachers of Science and English, aligned to the K-12 basic education curriculum, which serves the millions of elementary and high school students on the elementary and secondary level. These tele-courses and lessons continues to be used in teacher training by the Regional and Divisional Leader Schools of the Department of Education (DepEd).
TV programs from Continuing Studies via Television (CONSTEL), a joint project of the Department of Education (DepEd), Foundation for the Upgrading of Standards in Education (FUSE) and People's Television (PTV). will be aired every morning on PTV as part of the network’s morning programming block and stream on PTV's official YouTube channel and Facebook page.

A telecourse for elementary students and elementary science teachers that features lessons on basic science. It is specifically designed to make teachers aware that teaching is not difficult and that it can be exciting and enjoyable. It also aims to develop thinking skills and demonstrate different strategies and activities for making science concepts easily understandable to grade school pupils. In addition, it provides teachers with a basic understanding of science concepts required in the elementary curriculum and their applications in daily life. Science Made Easy is a comprehensive distance learning program via television with Lourdes R. Carale.
FUN WITH MATH (Queena Lee-Chua with puppets Coco and Mico)

A weekly 30-minute mathematic show targeted towards grade-schoolers. This show will feature animation with clips provided by NHK TV in Japan, and to be edited here) and puppet interaction (manufactured by local talents who have learned the craft from the Children's Television Workshop, the producer of Sesame Street). Fun with Math is an adaptation of the NHK produced video material of the same title. The local version is a half-hour educational program that helps kids to understand math problems better through the use of cartoon characters. Mathematical concepts are simplified for the children by using everyday experiences where they can fully comprehend the concepts involved. In each episode, the teacher presents a problem, and solutions are given by the puppets as applied in day-to-day activities. Fun with Math proves that kids can actually enjoy and have fun in learning Math. The program is hosted by Queena Lee-Chua with puppets Coco and Mico. It also features anime segment, starring a boy Smarc Alec and a girl Jeannie Yes with a robot, who deals with math.
CHEMISTRY IN ACTION (Ramon Miranda)

Chemistry telecourse, which aims to enhance the teachers' competence and confidence in teaching Chemistry to high school students. It specifically targets lessons that are usually hard to teach, giving the teachers leverage when teaching their students in a classroom setting. Expository presentations, laboratory demonstrations, and applications of concepts and principles using familiar examples are provided to impart these concepts effectively. The telecourse facilitates learning and development of concepts in Physics. Every Friday morning, Constel English is a telecourse for high school students that aims to upgrade the teaching competencies of English teachers. Teaching materials along with supplementary activities to enhance comprehension and participation also accompany the lessons. Each episode has been evaluated by project consultants and ELT specialists.
